In the spring of 2016, the life of Joel Mccullum, a 26-year-old Black male, was tragically cut short on the streets of Baltimore, Maryland. On the evening of Thursday, April 28th, at approximately 8:07 p.m., the sound of gunfire echoed in the 2400 block of East Lafayette Street.
