In the city of Baltimore, on the evening of October 18, 2013, the life of 22-year-old Thomas Carter was tragically cut short. Carter, a Black male, was in the 2000 block of Orleans Street when he was shot multiple times by an assailant. He was quickly transported to an area hospital, but the severity of his wounds proved to be fatal, and he was pronounced dead.
