In the early morning hours of an October Thursday in Albany, Georgia, violence shattered the pre-dawn quiet. Dexter Cartez Covin, a 43-year-old Black man, was found lying in the yard of a residence on East Road, having suffered two gunshot wounds to his chest and another to his head. First responders arrived at the scene around 1:30 a.m. on October 13, 2016, to find Mr. Covin unresponsive.
