On the night of August 24, 2014, a 22-year-old African American man named Kadarius Deshawn Bailey was visiting with friends at the Rainwood Apartments on Harper Drive in Lake City, Georgia. He was sitting on a stairwell outside of Building 19, listening to music, when he was shot multiple times. Emergency services responded to a call for assistance at approximately 9:40 p.m. and discovered Bailey deceased at the scene.
