In the waning days of January 2018, a burst of gunfire shattered the quiet of a River Ridge neighborhood, leaving a young man's life tragically cut short. Garland Gregory McDowell, a 28-year-old African American male, was caught in the violence that erupted in the 1100 block of Newton Street on the 31st of the month.
