In the late morning hours of a Wednesday in Baton Rouge, Louisiana, a sense of unease settled over a neighborhood in the northern part of the city. On January 3, 2018, authorities were called to the 10100 block of Avenue E, where a grim discovery awaited them. There, lying next to a vehicle, was the body of 59-year-old Billie Rollins, a male resident of the nearby city of Baker.
