An 18-year-old African American male, Torey Payne, was fatally shot in Harvey, Louisiana on the evening of July 30, 2017. The incident occurred around 7 p.m. in the 1600 block of Ester Street. Payne was inside a stolen 2014 Toyota Tacoma pickup truck with several other individuals when a group of unidentified young men approached the vehicle and opened fire.
Following the shooting, the others in the vehicle drove Payne to Algiers before taking him to Ochsner Medical Center on the West Ban
