Clay D. Smith, a 30-year-old African American male, was tragically shot and killed on July 3, 2016, in Monroe, Louisiana. The incident occurred outside a residence on Breece Circle near South 1st Street. According to police reports, Smith was targeted when he arrived at what investigators believe was his girlfriend’s house.
