In the late hours of a summer night in Chester, Pennsylvania, the lives of two young men were tragically cut short. On August 19, 2013, David Colon Jr., a 22-year-old Hispanic male, was with 18-year-old Frank Perkins in the 1300 block of West 7th Street. As they made their way up a path leading towards the Chester Apartments around 11:25 p.m., both were shot in the back.
