Luis Carlos Flores, a 42-year-old man from Galena Park, Texas, was tragically killed on April 28, 2018. His body was discovered inside a car submerged in Hunting Bayou after neighbors reported a foul odor. The investigation revealed that Flores had been shot in the head and chest.

The suspect, Isaac Sims, a 21-year-old acquaintance of Flores, was arrested and charged with Flores' murder. Sims had met Flores to sell a pair of pistols, and during the encounter, he shot Flores and then push ...
