In the early morning hours of February 6, 2021, the life of 26-year-old Carlos Mines was tragically cut short in the Pratt City neighborhood of Birmingham, Alabama. Responding to a report of a person down, Birmingham police officers arrived at the scene on Dugan Avenue near Legion Field just after 2 a.m. to find a grim discovery.
