On September 8, 2023, a tragic incident occurred in Lake City, Florida, involving a domestic disturbance that resulted in the deaths of two individuals. Deputies from the Columbia County Sheriff’s Office were dispatched to a residence on SE Patio Glen around 4:00 PM in response to a domestic disturbance call.
Upon arrival, Deputy Brian Rix, a 28-year veteran of the force, encountered a male suspect, Quentin Hill, 32, who was holding Laquisha Charne Harper, 32, in a chokehold in the
front yard of the residence. As Deputy Rix attempted to intervene, Hill produced a firearm and shot Harper. In response to this immediate threat, Deputy Rix engaged Hill, firing three shots that struck and killed the suspect.
Laquisha Charne Harper succumbed to her injuries at the scene. The incident was investigated by the Florida Department of Law Enforcement (FDLE) as per policy, and it was determined that Deputy Rix acted lawfully and in accordance with statute and agency policy. Following the investigation, Deputy Rix was returned to full duty effective September 15, 2023.
The Columbia County Sheriff’s Office expressed sorrow over the outcome and acknowledged the tragic nature of the event. Resources for those affected by domestic violence were highlighted, including “Another Way Inc.” and the Florida Domestic Violence Hotline, to assist individuals in abusive relationships.
