A quiet evening in the West Baltimore neighborhood of Upton was shattered by the sound of gunfire on November 3, 2024. When police arrived at the 1500 block of Pennsylvania Avenue at approximately 9:10 p.m., they discovered 39-year-old Ceaira Jackson suffering from apparent gunshot wounds.
