On a Sunday afternoon in November 2023, a dispute on the road in Baltimore escalated into a fatal encounter for 31-year-old Brian Richardson. A Black male, Richardson was a passenger in his girlfriend's BMW when their vehicle nearly collided with a Toyota Camry driven by Brandon Fullard. This near-miss led to a confrontation at a Carroll Motor Fuels gas station in the 3300 block of Garrison Boulevard.
