In the afternoon hours of a Thursday in Baltimore, Maryland, tragedy struck for 37-year-old Carl Gilmore. On January 19, 2023, police officers on patrol were dispatched to the 5400 block of Park Heights Avenue in the Northwest district of the city to investigate a reported shooting.
