In the early morning hours of March 31, 2023, the quiet of a Kansas City neighborhood was shattered by violence that left a 64-year-old man dead. Robert Carter, a White male, was discovered by police responding to a shooting call around 6:30 a.m. in the 3500 block of Roberts Street.
