In the pre-dawn hours of December 21, 2022, the stillness of a Hartford, Connecticut neighborhood was broken by a grim discovery. Jose Rodriguez, a 23-year-old Hispanic male from Manchester, was found lifeless in the Clay-Arsenal neighborhood. His body was discovered partially out of a stolen vehicle at the intersection of Canton and Donald streets around 1:50 a.m. after police received a report about an unresponsive man.
