Carlos Fermir Vanegas-Escobar, a 17-year-old resident of Williamsburg, Virginia, tragically lost his life on October 30, 2020. The incident occurred in the early hours of the morning at a playground in Pocahontas Square, located on the 1900 block of Algonquin Trail.
