On the morning of July 26, 2020, tragedy struck on State Route 94 near the Kelton Road overcrossing in San Diego, California. A 35-year-old black male, identified as Ephrem Dimissie, who appeared to have been living a transient lifestyle, was seen navigating the shoulder of the westbound lanes. As he ventured southbound into the traffic lanes, an oncoming vehicle traveling at highway speeds struck him. Witnesses to the accident promptly contacted emergency services through a 9-1-1 call.
