On an evening in early spring, the life of 18-year-old Kwalin Ray was tragically cut short in a burst of gunfire. On Sunday, April 3, 2022, in the 1500 block of East 28th Street in Northeast Baltimore, Ray was discovered inside a vehicle, suffering from multiple gunshot wounds.
