In the winter of 2020, the life of 35-year-old Jamal Harrod, a Black male from Baltimore, Maryland, was tragically cut short. On the evening of February 13th, Harrod was discovered in the 1300 block of Western Avenue suffering from gunshot wounds to his upper body.
