On the night of July 10, 2019, in the Cedonia neighborhood of Baltimore, Maryland, a burst of gunfire shattered the evening calm. When police arrived at the 5900 block of Radecke Avenue around 10:45 p.m., they found 21-year-old Juwan Vellines suffering from multiple gunshot wounds.
