On the fourth of July in 2014, in the Forest Park neighborhood of West Baltimore, 34-year-old Matthew Drake was fatally shot. The incident marked the city's 100th homicide of the year. Police were called to the 3200 block of Chelsea Terrace where they discovered Mr. Drake lying face down in an alley, bleeding heavily.
