Rigoberto Rouqu Portela, a 50-year-old man, was shot on the night of September 26, 2008, in the Langley Park area near Hyattsville, Maryland. Around 9:50 p.m., patrol officers were dispatched to the 8100 block of 15th Avenue for reports of a shooting.
