In the pre-dawn hours of a Sunday morning in Baton Rouge, Louisiana, the hum of traffic on Interstate 10 was shattered by the sound of gunfire. It was around 4:15 a.m. on September 13, 2015, when 25-year-old Herbert Williams of Baker was driving his vehicle along the interstate.
