Donald Bernard Kramer, a 42-year-old police officer with the Miami Beach Police Department, tragically lost his life on February 23, 1984. Officer Kramer was on patrol when he encountered a homeless man who appeared to be intoxicated. The man, upon spotting Officer Kramer, fled the scene, prompting a foot pursuit.
