In the late summer of 2012, the life of Andre William Scott, a 25-year-old Black man, was tragically cut short on the streets of Baltimore, Maryland. On the evening of September 3rd, at approximately 10:20 p.m., violence erupted in the 5600 block of Frankford Avenue, leaving Mr. Scott with fatal gunshot wounds.
