In the summer of 2020, on the afternoon of August 12th, tragedy struck in the 400 block of Oliver Street in Atlanta, Georgia. Charles Pharms Jr., a 66-year-old African American man, was fatally shot in an incident that also left two other men wounded. The gunfire erupted at approximately 12:45 p.m., and when the chaos subsided, Pharms was pronounced dead at the scene.
