In the late afternoon of Thursday, August 9, 2018, the quiet of a Cairo, Georgia neighborhood was broken by a grim discovery. Willie Bell, a 60-year-old male, was found in the yard of his residence in the 600 block of 15th Street SW. The initial call led the Cairo Police Department to the scene, and it soon became apparent that this was no ordinary death investigation.
