On the afternoon of November 18, 2016, a 29-year-old Hispanic male named Luis Martin Alicea was shot and killed in Philadelphia, Pennsylvania. The incident occurred at approximately 4:11 p.m. outside of a barber shop located in the 600 block of Rising Sun Avenue.
