O’Neil McDonald, a 31-year-old man from Panama City Beach, Florida, was fatally shot on August 6, 2024, at the 10x Living apartment complex at Breakfast Point. McDonald, who was the son of a former Jamaica national football player, was visiting the apartment complex when the incident occurred.
The investigation by the Panama City Beach Police Department revealed that there was an ongoing dispute between McDonald and Andre Jermaine Ranglin, a 23-year-old man from Panama City Beach.
On the night of the shooting, Ranglin walked to the 10x complex armed with a handgun and fired several rounds at McDonald. Despite McDonald attempting to flee through the parking lot, Ranglin chased him and ultimately killed him.
Following the fatal shooting, Ranglin turned his attention to a 21-year-old woman who was standing beside McDonald. She was shot once in the chest as she tried to enter her apartment, but managed to close the door and seek shelter. The woman was transported to a local hospital and underwent surgery, and she is expected to make a full recovery.
After the shooting, Ranglin fled the scene on foot and contacted Devaughn Devante Jones, also 23 years old, who helped him escape. Ricardo Everton Golden, 37, drove Ranglin and Jones to a motel in Bonifay, Florida, and later to Dothan, Alabama. In Dothan, the U.S. Marshals Regional Fugitive Task Force located Ranglin and Jones hiding at a local motel. They are currently being held in Houston County, Alabama, awaiting extradition. Golden was arrested and is being held at the Bay County Jail.
Ranglin has been charged with one count of murder, one count of attempted capital murder, three counts of attempted second-degree murder, firing a deadly missile into an occupied dwelling, and attempted armed burglary. Jones is charged with accessory after the fact to murder and destruction of evidence, while Golden is charged with accessory after the fact to murder.
