In the late summer of 2023, the life of William Reed, a 60-year-old Black male, was tragically cut short in a violent encounter on the streets of Baltimore, Maryland. On the morning of August 27th, at approximately 10:03 a.m., the sound of gunfire echoed through the 600 block of Annabel Avenue. Responding to the discharging sounds they heard while on patrol nearby, officers arrived to a grim scene. They discovered William Reed suffering from multiple life-threatening gunshot wounds.
