In the late afternoon of July 27, 2023, tragedy struck in the Southern District of Baltimore. Jason Scott Franey, a 41-year-old white male, was found suffering from life-threatening gunshot wounds in the 3400 block of Potee Street. The call came in around 4:45 p.m., a time when the day should have been winding down, but for Franey, it was brutally cut short.
