In the Lower Garden District of New Orleans, on January 17, 2023, a Tuesday that would end in sorrow, Andre McKelvin Richard, a 39-year-old Black man, was found fatally wounded. The New Orleans Police Department responded to reports of a shooting in the 1200 block of Annunciation Street, where they discovered Richard suffering from multiple gunshot wounds.
